Tenet: U.S. is 5 years from proper intelligence.
Time
By then, another unanticipated type of threat may result in an attack on US soil. The time it takes to retrofit the CIA to identify a new type of attack must be faster than the time it takes for such an attack to occur. Terrorism and new types of threats occur real-time, they do not wait for reorganizations and structural changes.
Technology
The time it takes to implement the technology required to support such an effort must not become obsolete by the time it is implemented. These days businesses rarely embark on projects larger than one year since the risk of failure and technology obsolescence in such projects is high.
People and Process
It's not the data, its the people and the process. Now that the government is catching up in technology, they are falling in the same historical technology traps. Government leaders constantly talk about databases, data, data sets and knowledge. They appear to be valuing data and knowledge over people and process. Hopefully they can mature in this respect rapidly, because data is useless without effective people and processes.

"U.S. Could've Stopped 9/11 Attacks, Panel Chief Says" while "the White House has insisted there was nothing that could have been done to prevent the Sept. 11 attacks."
I want a White House that can prevent against such attacks. Don't you?
